Parents Forum of European Music Schools (PFEM)

Rules and Regulations

In compliance with the resolution passed on the PFEM inaugural meeting in Linz/Austria on 22nd May 2009, two equal spokespeople have been elected to perform the tasks of the PFEM.

The following internal rules and procedures detail the rights and responsibilities of the PFEM and specify the interaction between the two spokespeople:

  1. As an international umbrella organization, the PFEM represents the interests of parent associations, development associations and trusts at European music schools that have joined the PFEM. For all remaining national parent associations and music-cultural organizations, the PFEM resembles a co-operation partner and point of contact. Particularly the collaboration with the European Music School Union (EMU) is to be maintained. The PFEM has the legal form of the German “Gesellschaft nach bürgerlichem Recht“.
  2. The spokespeople are elected every three years. The spokespeople remain in their function until the next reelection. The spokespersons’ meetings and consultations are to be agreed upon via email vote. The assembly is to be notified adequately (e.g. via email, internet forum or meeting minutes).
  3. The assembly of the PFEM comes together on the occasion of the European Youth Music Festival organized by the European Music School Union (EMU).  The assembly has the quorum, independent of the number of members that attend the meeting. Minutes are to be prepared on the content of the assembly which is to be distributed to all members.
  4. The contents and goals of the Toblacher Declaration (2001) and the Linzer Declaration (2009) represent PFEM’s mandate of action. The individual tasks and goals of the PFEM are defined in a joint measure catalog.
  5. The resolutions formed by the spokespeople are made mutually.  Legal acts require the approval of both spokespeople. Taking on liabilities or entering commitments require the approval of the PFEM assembly. The spokespeople are required to inform each other about their plans to implement and complete their tasks.
  6. Pending the decision oft he assembly, the administrative office of the PFEM is the home address of one of the spokespeople. The PFEM will state an internet presence under www.pfem.eu. The content of which will be maintained by the two spokespeople by mutual agreement.
  7. The decision to take on associations and organizations will be made by both spokespeople by mutual agreement. This will be confirmed at the next assembly of the PFEM. The exit of an association or organization can be confirmed through the assembly.
  8. All costs accrued will be carried by the individual members associations or evenly divided amongst all members associations.
  9. According to the founding location of the PFEM, Austrian law is applicable until a final agreement has been reached.
